IOW COMMUNITY BOWLS CLUB SECTION RULES.

TITLE 
1. The Club shall be called the IOW Community Club ( Bowls Club)

OBJECT
2. The objects of the Club shall be to promote the game of flat
green bowls for men and women of the I.O.W.

AFFILIATION
3. The Club shall be affiliated to the Bowls Isle of Wight. All men’s
games shall be played in accordance with the Bowls England Rules
and all ladies games in accordance with the Bowls England Rules.

COMMITTEE
4. The Club shall be managed by a committee of 11 members,
save as hereinafter stated and consist of the 
President, Vice President, Honorary Secretary, Honorary Treasurer,
Competition Secretary, two senior Captains, one lady representative
(to be elected by the ladies section) and three other members.

At the A.G.M. The Committee and captains will retire and shall be 
eligible for re-election. Nominations shall be posted at least seven
clear days before the A.G.M. Nomination lists to be displayed from
first week in September. Nomination lists to be displayed in the 
Bowls Pavilion and Club notice board.

From within the committee a Chairperson shall be elected at
the first meeting of the committee after the Annual General Meeting.
Any member of less than two consecutive years playing shall not
have the right to nominate or be elected as Officers of the Club
or as members of the committee.

5. The committee in addition to the powers herein specifically
conferred on then shall have the control of the finances of the Club,
including the fixing of the annual subscriptions, along with all the
other charges and fees each year and all such administrative powers
as may be necessary for properly carrying out the objects of the Club
in accordance with these Rules and shall have the power to settle all
questions arising and not provided in these Rules.

6. The committee shall have the power to expel any member
who shall offend against the Rules of the Club, or whose conduct
shall be in the opinion of the committee render the said person
unfit for membership.  Before any member is expelled the Honorary
Secretary shall give the said person seven days written notice to
attend a meeting of the committee and shall inform the said person
of the complaints made against the said person.

 No member shall be expelled without first having the opportunity
of appearing before the committee and answering the complaints
made the said person, not unless a majority of the committee then
present not in favour of expulsion.


7. The Committee shall elect such sub–committee as they deem
necessary for the proper running of the Club. 

8. Cheques shall be signed by any two of the following officers:-
Chairman --  Honorary Secretary -- Honorary Treasurer

9. The Secretary of the club shall receive an Honorarium, this to
be decided at each and every Annual General Meeting.

10.Apologies for absence, (not attending committee meetings)
should be made to a committee member, in order that the
apology be recorded at the meeting.

11. Any committee member missing two consecutive committee
meetings shall be asked to submit the reason for non attendance
in writing to the Honorary Secretary. The committee shall
determine  what action is to be taken, if it is deemed to
be not acceptable.

12. Any casual vacancy on the committee shall be filled up by
the committee.

13. The Bowls Section Committee shall be empowered to decide
 towards the subsidising of the cost of expenses, dependent on
Section funds, of any Bowls Section member who represents the
Club in any national bowls competitions as a result of reaching
the County finals.

14. The minutes of all committee meetings shall be displayed in
the Bowls Pavilion and the Club notice board
for the benefit of members.

15. Ex–officio members of the Outdoor Bowls Section Committee
will be , The Child and Vulnerable Adults Protection Officer
and Welfare Officer.

MEMBERSHIP
16. All applicants for membership to the section must be members
of the IOW Community Club.

17.   Every application for membership must be proposed by one
member and seconded by another. All applications shall be made
by completion of an application form which shall be signed by the
applicant and the two proposers. Completed forms shall be returned
to the Honorary Secretary. The application shall be posted on the
Club notice board for a period of not less than seven days and any
member may object to the application for membership in writing to
the Honorary Secretary. The application and any objection shall be
considered by the committee or sub –committee as authorised by the
committee and their decision shall be final. Any person not elected
shall not be eligible to re-apply for membership within a period
of twelve months.

18.  In a matter of emergency the President and Honorary Secretary
shall be empowered to approve an application.

19.  On election the new member shall be informed, in writing by the
Honorary Secretary and requested to pay the annual subscription.
Membership commences on receipt of these fees, which must be
received by the Honorary Secretary within 14 days from the date
of the letter of acceptance. If payment is not made within this
period the membership shall be declared void unless sufficient cause
shall be shown to the satisfaction of the committee.

20.  No member shall be allowed to play in any County or Club
Competitions (including league matches) until club subscription and
competition fees have been paid.

COLT MEMBERSHIP
21. Additional membership is available for the I.W.C.C. members
aged 10 to 18 years to be eligible for election to the Bowls Section
Colt membership.  Membership of the Colts will only permit activities
within the section and will have no rights to any parts of the
club/grounds. The section shall be responsible for their well being.
 Membership application must be authorised by their parents/guardians.
Applications for membership will apply as per Bowls Section Rules.

ANNUAL SUBSCRIPTION
22. All annual subscriptions (except as provided in rule 17) shall be
payable at each Annual General meeting for the succeeding season
and not later than the 31st October of each year, and if the
subscription has not been paid within 30 days after the Annual General
Meeting, the defaulter shall (at the discretion of the committee )
 cease to be a member.

23. Bowls Section Colt members annual subscription fee will be set
at 25% of the Bowls Section annual fee.
Bowls Section Colt members annual green fee will be set
at 25% of the annual green fee.

ANNUAL GENERAL MEETING
24. An Annual General Meeting of the Club shall be held in October
 of every year to transact the following business:-

a. To receive, and if approved, adopt a statement of the Club’s
accounts  to the end of the preceding year.

b. To consider and if approved the budget forecast for the
forthcoming year.

c. To consider, and if approved, sanction any alteration of
the Rules.

d. To appoint the officers and other members of the committee
 provided by these rules.

e. To elect team captains.

f. To deal with Any Other Business.

25. The Club’s financial year shall run from the 1st October in each
year until the 30th September in the following year.

26. A notice convening the Annual general Meeting shall be sent to
members not less than fourteen days before the meeting and shall
specify the matters to be dealt with.

EXTRAORDINARY GENERAL MEETING
27. A Special General Meeting may be convened at any time by the
committee and shall be convened within thirty days from the receipt
of a requisition in writing signed by not less than 10 of the members
specifying the object of the meeting. A notice convening a Special
Meeting shall be sent to members not less than fourteen days before
the meeting and shall specify the matters to be dealt with. 

AMENDMENT TO CLUB RULES
28. Any member may propose an amendment to the Rules to be
considered at the Annual General Meeting. 

Any members so wishing shall, not less than twenty one days before
the meeting give notice of the proposed amendment in writing to the
Honorary Secretary, which proposal shall be seconded by a member.
Alterations or additions to the rules shall be made only at the
Annual General Meeting. An amendment to be defeated at an Annual
General Meeting shall not be raised at the next two Annual General
Meetings, except with the consent of the committee. 

CASTING VOTE
29. At committee meetings the Chairperson shall have the power to
vote and in the event of a tie when they are in the chair, shall have
a second and casting vote. The president of the Club or nominated
deputy shall preside as chairperson at the Annual General Meeting
who shall have the power to vote and in the event of a tie when
they are in the chair, shall have a second and casting vote.

QUORUM
30.   At committee meetings, five shall form a quorum.
 At the Annual General Meeting or Extraordinary General Meeting
30 shall form a quorum. 

TEAM SELECTION
31. Teams to represent the Club in all matches shall be selected by
the respective team Captains. Team Captains to action the day to day
running of their respective teams. Priority of team selection in the
Bowls I.O.W. league games shall be determined by league status,
Division 1, Division 2, Division 3. 
In the event of two teams playing in the same division,
preference shall be A, B, C, D. afternoon league E.

32.  As games in the Bowls I.O.W. leagues progress any team captain
short of players, may request players from the captain of any other
team/s not in the same division.

33. Priority of team selection in the Bowls I.O.W. league games shall
be determined by league status, Division 1, Division 2, Division 3
in the event of two teams playing in the same division,
preference shall be A.B.C.D.
 
34. The President shall act as Captain in all friendly matches and in
the event of absence shall be empowered to elect a deputy.

35. All members representing the Club must have Club stickers on the
woods they are using for the match. Club colours shall be sky blue.

DRESS
36. Regulation dress, as specified by the Club will be worn by all
members when representing the Club in matches.
Flats must be worn on the green at all times. 

37. Club regulation dress.

37a. Regulation dress for Bowls I.O.W. league matches shall be; 
MEN: 
Sky Blue and White coloured top as registered with Bowls I.O.W. 
Grey or white trousers and socks as appropriate,
white, brown or grey flat soled shoes.

37b. Regulation dress for Bowls I.O.W. league matches shall be; 
LADIES: 
Sky Blue and White coloured top as registered with Bowls I.O.W.
White or Grey skirts. trousers or crops as appropriate,
white or brown soled shoes.

37c. Dress – Club Touring/Friendly matches only.
Regulation dress for Club Touring and Friendly matches shall be; 
MEN:
Regulation white shirt above the waist, Club tie, 
Grey or White trousers and socks as appropriate,
white, brown or grey flat soled shoes.

37d. Regulation dress for Club Touring and Friendly matches shall be;
LADIES: 
Regulation white top, white or grey skirts,
trousers or crops as appropriate,
white or brown flat soled shoes.

38. Any proposed changes to Club dress.
A referendum ( Subject of an issue of Club importance, to direct
vote of all Club membership for approval or rejection) be held.

INTERNAL COMPETITIONS
39. The Outdoor Bowls Section Committee shall be empowered to
decide the dates for the Section internal finals each year.

40. All entrants in the Outdoor Bowls Section internal men's and
ladies single competitions must be affiliated and registered
by the Section (Plessey Bowls Club)

41. No extensions to the date/s of any internal competitions
will be given.

42. If the challenger/s have not given dates to the opposing
 player/s within a third of the allocated time, then the opponent/s
may then give the challenger/s three dates.

43.Current competition/s rules stand.



44. The Outdoor Bowls Section Committee shall be empowered to
settle all questions arising and not provided in any of the internal
competition/s rules.

TROPHIES
45.  Club trophies will be regarded as perpetual challenge trophies.
 All challenge trophies shall be presented to the winners at the club
Annual Dinner Dance. The holders will be responsible for their safe
custody and return, but not for insurance. All trophies shall be
returned to the Competition Secretary without delay on receiving
instructions to do so.

LADIES SECTION
46. The Ladies Section of the Club shall be entitled to hold their own
General Meeting in each year and to form their Committee and be
responsible for the internal running of their own particular section.

SMOKING 
47. Smoking will NOT be allowed ON greens.

ASSETS
48. In the event of the Club being dissolved, its assets, after all
outstanding debts have been discharged, shall become the property
of the Isle of Wight Community Club.

IOW COMMUNITY CLUB
LADIES BOWLS SECTION – CONSTITUTION

I.O.W. Community Bowls Club Ladies Section
and its colours will be Sky Blue and White.

OBJECTIVES
To foster and promote the game of flat green bowls. The 
Ladies Section is to be part of the main I.O.W. Community
Club Bowls Section, and to abide by the rules thereof.

COMMITTEE
The affairs of the Ladies Section shall be conducted by a 
committee comprising of the following officers. A, B, and C 
Team Captains, Secretary, Treasurer and two other members
elected at the A.G.M. ( 7 members in all ). The quorum of the
committee to be five. A chairperson shall be elected at the first
meeting of the committee following the A.G.M. to preside at all
meetings. The chairperson shall have the power to vote and in 
the event of a tie when they are in the chair, shall have a 
second and casting vote. The committee shall have the power 
to fill vacancies that may occur among officers and members 
of the committee. Any new committee member must be 
affiliated to us and have bowled only for Plessey Ladies for 
two complete consecutive seasons. Two Ladies Committee 
members (usually the captain and the secretary) shall be 
representatives on the main bowls section committee. 

ANNUAL SUBSCRIPTION
As main bowls section rules.

COMPETITIONS
No Ladies Section member shall be allowed to play in any County
and club competitions or games until her subscription and
competition fees have been paid.

MEMBERSHIP
As main bowls section rules.

DRESS
 All members shall wear regulation dress for all matches against
other Clubs. Flat shoes or slips must be worn at all times.

SELECTION
Teams to represent the club in all matches shall be selected by
all three team Captains in consultation with the skips.

LEAGUE BOWLS
The club will play League Bowls
and abide by the rules of the Bowls I.O.W.

ALTERATION OF RULES
Alterations to this Constitution may only be made by a properly
convened general meeting, called on the written request of
six members.  The request must state the object of such a meeting
and be signed by all six members. Notices of motions to change
the Constitution must be made in writing to the Secretary
fourteen days prior to the Ladies Section A.G.M.
